Funding and Sustainability Plans

COAR and ORT efforts are primarily funded through the federal Comprehensive Addiction and Recovery Act (CARA), by way of the US Department of Justice, the New Jersey Office of the Attorney General and New Jersey State Police, and the Institute for Intergovernmental Research (IIR).

"The Comprehensive Addiction and Recovery Act (CARA) establishes a comprehensive, coordinated, balanced strategy through enhanced grant programs that would expand prevention and education efforts while also promoting treatment and recovery. It was signed into law on July 22, 2016 by President Obama, solidifying its place as the first major federal addiction legislation in 40 years and the most comprehensive effort undertaken to address the opioid epidemic, encompassing all six pillars necessary for such a coordinated response – prevention, treatment, recovery, law enforcement, criminal justice reform, and overdose reversal." - CADCA

CARA Act funding comes to the City of Paterson by way of three funders, and four grant programs:

  • October 2019 - February 2023: Institute for Intergovernmental Research's Partnerships to Support Data-Driven Responses to Emerging Drug Threats Grant
  • October 2019 - September 2022: NJ Department of Law and Public Safety, Office of the Attorney General's FFY17 Opioid Response Team Grant
  • July 2020 - December 2022: NJ Department of Law and Public Safety, Office of the Attorney General's FF19 ODMAP Statewide Expansion and Response Grant
  • October 2020 - September 2023: US Department of Justice, Bureau of Justice Assistance's FFY20 Comprehensive Opioid, Stimulant, and Substance Abuse Site-Based Grants
