COAR and ORT efforts are primarily funded through the federal Comprehensive Addiction and Recovery Act (CARA), by way of the US Department of Justice, the New Jersey Office of the Attorney General and New Jersey State Police, and the Institute for Intergovernmental Research (IIR).

While the manual should be useful for any office-based practitioner, it will be especially helpful for primary care practitioners who want to become providers in the NJ FamilyCare (Medicaid) Office Based Addiction Treatment (OBAT) initiative.
